Investment
Residential construction investment in is an indicator of housing market health, reflecting both demand and builder confidence. City-level data reveal clear differences between regions across the country as some areas see strong investment, while others face slowing growth due to affordability and demand pressures. Based on the year-to-date pace from January to May, cities with positive values are on track to meet or exceed last year’s levels while those with negative values are slightly behind.
Unit Absorption
Unabsorbed housing units (i.e. housing that has been completed but not yet sold, per CMHC) are on the rise. The number of unabsorbed newly-built townhouses and apartments across the country rose compared to last year, pointing to a shift in market demand caused by interest rates, affordability pressures, and economic uncertainty.
Residential Permits
Residential permit values are an early signal of future housing supply. In June 2025, residential permits rose sharply compared to last year in most regions. Tracking these shifts helps gauge where new homes may actually break ground—an important barometer of housing market health and capacity.
